Rosie has been licensed in Virginia since 1992, with a wide range of experiences with individuals (both men and women) and groups. She has training in crisis intervention, conflict resolution, mediation, and developmental life issues for all ages. She is author of two books, Parenting Special Needs Children, and Counseling Families of Children with Disabilities. She also co-authored S.A.I.L, which is a series of counseling activates for children in grades K through 5. She has been a contributor of chapters to a number of books, and author of numerous articles, and presenter worldwide on a number of counseling topics. She also served on the Board of Counseling for Virginia, and was chair for 2 years.

Rosie earned her MA from Regent University in Virginia, and her PhD from Old Dominion University in Virginia. She is a native of Pittsburgh PA but Virginia Beach has been home for many years.
